Kathleen Nolte is the founder and principal of Sightline, LLC. Over her 20+ year career, Kathleen has managed more than 30 projects of varying size, successfully meeting specified timeframes and budgets. For much of the last 17 years, she consulted to government entities in Washington, Idaho and Oregon. Prior to forming Sightline, Kathleen took a short hiatus to manage a large project implementation and data warehouse.
As a seasoned consultant, Kathleen has developed an in-depth understanding of government operations, information technology, cultural intricacies and organizational challenges. She is particularly skilled in general project management, information technology quality assurance, procurement management and organizational change management. As a certified Project Management Professional, Kathleen mentors and supports project managers in their quest for balance. Her artistic approach generates creative solutions to complicated problems.
Kathleen received her Bachelor’s degree, with honors, from Washington State University, and her Masters in Social Work from Eastern Washington University.

Jill Satran serves as Director at Sightline, LLC. Jill has worked with senior government executives throughout the Northwest on issues related to technology and transportation policy, strategic planning, organizational transformation and process improvement for over 20 years. She brings an extensive background in quality assurance, project and initiative management, facilitation, stakeholder development and communications.
Jill brings a deep knowledge of the public sector environment, and understands the challenges faced by today’s leaders. She is a skilled consultant in government operations, policy analysis and development, strategic planning, and organization innovation and transformation. Jill is focused on helping government leaders and teams achieve measurable results for the people of Washington State.
In her career before Sightline, LLC, Jill served as Policy Director for Washington State’s Chief Information Officer. and as Governor Chris Gregoire’s Deputy Chief of Staff. She was responsible for coordinating the Governor’s Economic Recovery Team, which oversaw the state's implementation of over $4 billion of American Recovery and Reinvestment Act (ARRA) funds coming into Washington. Jill received her Doctorate in Public Policy and Administration from Florida State University, and is a licensed attorney in both Washington and Florida.
